On February 19, 2010, Rodion Faratovich Fatkhulin, formerly the Manager of the Company’s Electrical Communications Department, was appointed as the Regional Director – Director of NWT’s Novgorod Branch.

Rodion Fatkhulin was born in Leningrad on March 26, 1973.

In 1997 he graduated from the St. Petersburg Bonch-Bruyevich Telecommunications University with the specialization in “Communications Networks and Switching Systems”.

Upon graduation, Mr. Fatkhulin started his career as an engineer at Petersburg Telephone Network OJSC. From July 2002 he worked as the Manager of the Telephone Exchange Department at the Main Inter-city and International Center and from April 2005 as the Deputy Unit Manager for inter-city and international communications. In September 2005 he was appointed as the Manager of the Operational Control Department of NWT's St. Petersburg Branch.

From October 2005, he managed the Telecommunications Department and from January 25, 2007 the Electrical Communications Department.

Married with a daughter.

From 2005 through 2008, under the immediate guidance and with the personal participation of Mr. Fatkhulin:

• technical solutions aimed at unmonopolizing the long-distance communications market were developed and introduced, such as circuit and network solutions for calls processing at the area level of the NWT network in the regions of the North-West Federal District with the use of the White List function, which allowed to fully automate the process of the subscribers’ exercise of the right to choose the long-distance communications operator;
• a centralized system of operational control for the regional branches’ communications network was created, making it possible to control the network situation in a rapid and coordinated manner not only at the level of a region, but also at the level of the whole of the North-West Federal District;
• a program for the introduction of multifunctional communications services in the North-West Federal District was implemented, under which about 26 thousand multifunctional payphones were installed across the North-West Federal District within a short fixed period (2006-2008). Thus, the whole population of the North-West Federal District obtained equal access to the set of communications services as provided by the Federal Law “On Communications”.

Under the guidance of Rodion Fatkhulin, NWT’s Novgorod Branch will keep developing the regional telecommunications infrastructure in order to provide up-to-date communications services for individual and corporate users in the Novgorod Region. The efforts will be focused on improving the quality of communications services. Participation in the implementation of national and socially important projects will remain a priority.

As the Regional Director – Director of NWT’s Novgorod Branch, Mr. Fatkhulin replaced Nikolay Pavlovich Yemelyanov, an experienced, highly professional manager who had worked for 40 years in the communications industry, including more than 20 years (from 1989) as the Director of the Novgorod regional communications enterprise. Mr. Yemelyanov left office on retirement.
