Ulyanovsk branch of IDGC OF Volga, PJSC detects unfair consumers

Personnel of Electricity Balances and Metering Group and Security Department of Ulyanovsk Distribution Grids (UDG), a branch of IDGC of Volga, PJSC (a member of Rosseti Group), launched the inspection campaign to detect cases of non-contracted and unaccounted power consumption. This work has been performed for many years. Trying to save money, unfair consumers regularly contrive devious methods for getting electric power for free. Meanwhile, the inspectors are aware of all those methods, including unauthorized connection and tampering with the metering devices. UDG's inspectors continuously improve their skills in eliminating illicit consumption of power resources. All thefts are recorded in Non-Contracted or Unaccounted Power Consumption Reports. Bills for illegally consumed electric power will significantly exceed the cost of electricity received in a lawful manner. This year, the inspectors have already issued 336 Non-Contracted and Unaccounted Power Consumption Reports for 1.03 million kWh. In addition to bills for consumed power, those who were caught red-handed will have to pay the fine (Articles 7.19 and 9.11, RF Code of Administrative Offences) in the amount of three or four thousand rubles. Fines for officials and legal entities vary between six and eight thousand rubles and sixty and eighty thousand rubles, respectively. Unauthorized power consumption considerably increases the grid load thus causing voltage drops and short circuits. Faster wear of overloaded equipment results in process fault hazards. Therefore, unlawful consumption practices compromise both the electric grid company which is responsible for reliable operation of all regional electric grid facilities and fair consumers. Free riders often forget about life and health hazards generated by unauthorized tampering with the power facilities. The inspectors also deal with consumers who fail to pay their electricity bills in due time making their debts grow. Non-payers are made aware of potential power supply restrictions or lawsuit. Reasonable consumers chose rather to settle the conflict in an amicable manner and pay off their debt.
