The list of debtors traditionally includes Ulyanovskvodokanal Ulyanovsk Municipal Unitary Enterprise with the debt of 17.1 million rubles, Ochag Municipal Unitary Enterprise with 2.7 million rubles, ZHILSERVIS Municipal Unitary Enterprise of Veshkaymsky District Municipal Company with 2.1 million rubles and Zhilkomservis Management Company, LLC with 595.0 thousand rubles. Recently, Kometa, JSC, providing heating residential and industrial sector of Zavolzhsky district of Ulyanovsk, joined to non-payers.

Currently, its indebtedness amounts to 5.2 million rubles. With the beginning of the heating season, the company's debt started to rapidly grow and increases in the average by 1.5 million rubles every month. The POLR and the largest power supply company in the region Ulyanovskenergo, JSC traditionally head the list of debtors with significant amount of debt in 738 million rubles. For a long time, the funds collected by Ulyanovskenergo from consumers and intended to pay for electricity transmission services rendered by IDGC of Volga, PJSC, have not reached the grid company. Referring to the non-payment of the subscribers, Ulyanovskenergo actually challenges the effectiveness of business activities as a fundraiser, one of the main functions of guaranteeing supplier. Since the beginning of the autumn and winter period, underfunding of the grid company due to persistent non-payment by the largest consumers complicates the work of Ulyanovsk Distribution Grids to maintain reliable power supply and maintenance of equipment. Now, the main challenge is to ensure the successful completion of the period of maximum loads. Unfortunately, the debtors are not aware of their responsibility for the energy security of the whole region.
