On January 22, TNS EnergoPenza broke the deadline for the payment to the accounts of IDGC of Volga, PJSC (a member of Rosseti Group of Companies) for electricity transmission services rendered in December 2016. Thus, the company, currently acting as the POLR in the Penza region, has now a week delay with the payment of more than 280 million rubles.
Constant violation of payment terms by sales companies throughout 2016 complicated the timely fulfillment of the obligations of IDGC of Volga, PJSC to consumers of electricity in the Penza region, the adjacent grid organizations, contractors, budgets of different levels. Besides, due to the payment delay, the grid company is facing difficulties with the financing of the operation, and repair works on the power facilities. Additionally, credit funds have to be attracted to fulfill the obligations provided by the legislation of the Russian Federation to ensure the technological connection to electric grids of the new consumers in the region.
Currently, the main task for all participants of the regional energy market is to prevent the decrease of payment discipline and the formation of multi-million debts. The bailout plan of the situation cannot be implemented merely by the efforts of grid operators, to manage the problem of non-payment, having a negative impact on the overall economic condition of the region, the establishment and security agencies should also be involved.
