Moscow. 15 June 2005. Because of the debts owed for energy resources by publicly financed organizations in the Republic of Tyva, hot water supply in the city of Kyzyl has been shut off. At present, OAO "Tyvaenergo" is unable to pay its fuel bills. Coal supplies to the Kyzylskaya CHPP have been discontinued, which led to a shutdown of the power plant on 14 June.
OAO "Tyvaenergo" has repeatedly drawn attention of Tyva's authorities to the need to settle the debts owed by the publicly consumers for the energy resources. The principal debtors are the budgetary organizations in the city of Kyzyl and the Republic of Tyva, which owe a total of RUB325 million to the energy company. Because of regular non-performance by the state-financed consumers of their obligations to pay for the energy, OAO "Tyvaenergo" is unable to timely pay its fuel suppliers. Currently, the debts owed by the energy company to OAO "Kaa-Khemsky Open-pit Coal Mine" amount to RUB65.2 million.
That is the reason why the coal mine's management has refused to supply coal to the energy company without payment. The Kyzylskaya CHPP has run out of coal, and no coal is supplied to the power plant.
OAO "Tyvaenergo" declares that Tyva's authorities are fully responsible for the termination of hot water supply in the capital city of the republic. The lack of coal stocks at the Kyzylskaya CHPP puts the preparations for the 2005-2006 heating season in jeopardy.
RAO "UES of Russia" has sent a letter to the Chairman of the Tyva Government Sherig-ool Oorzhak calling for immediate action to restore normal operation of the energy system and uninterrupted hot water supply in Kyzyl.
The Kyzylskaya CHPP has a capacity of 17 MW, which is sufficient to meet the power plant's own needs. Electricity supply in the city of Kyzyl does not depend on the CHPP.
