Moscow. 9 January 2004. Repair crews of OAO "Pskovenergo" and OAO "Volgogradenergo" are working to restore power to the inhabited locations in Pskov and Volgograd regions. The severe weather that hit these regions caused numerous outages as power lines were downed by ice.
Over the past twenty-four hours, despite the adverse weather conditions (-30? C) the repair crews of OAO Pskovenergo repaired 4 more power transmission lines damaged by the weather. To date, they repaired 82 out of the 88 damaged power transmission lines and 1100 out of the 1207 damaged substations. Over 400 specialists and over 100 special machines are working to liquidate the consequences of the severe weather. At the same time, there have been several cases of theft of wiring of the downed power lines, which makes it more difficult to restore power to the area. The damage caused to OAO "Pskovenergo" by the weather is estimated at RUB3 million.
In Volgograd region, repairs have been completed at the damaged power transmission lines of 500 kV, four 110 kV lines, five 35 kV lines, and forty-seven 6-10 kV lines. The situation is made worse by the numerous downed transmission towers and the continuing snowfall which causes new damage to transmission lines. According to the forecasts of the regional meteorological service, the temperatures in Volgograd region are expected to fall to under -15? C. OAO "Volgogradenergo" employees are working day and night using all available machines.
Both energy systems have formed ad-hoc committees to deal with the consequences of the disaster.
