In April 2004, AO MOSENERGO’s electricity and heat supplies to the customers that are subsidized from the federal budget amounted roughly to 580 m rubles or 109% (including previous periods). Despite some reduction in debt levels, the receivables remain high. Federal organizations still owe to AO MOSENERGO 640 m rubles (including the debt of previous years).

The Ministry of Defense remains the largest debtor. As of May 1, 2004, it still had to pay AO MOSENERGO around 400 m rubles.

In April, the highest debt payments were made by the Ministry of Justice. As of today, its debt payments stand at more than 160% of the consumed electricity and heat. At the same time, the Intelligence and Federal Guard Service paid 66% and 46% of April power consumption respectively, i.e. increasing their debt.

Late payments for consumed power makes it difficult for AO MOSENERGO to finance the maintenance campaign and threatens the normal power supply for all consumers in the Moscow region. AO MOSENERGO hopes that heads of federal organizations will apply best efforts to fully eliminate their debts.
