GAZPROM

March 23, 2004

Meeting between Alexey Miller and Oleg Bogomolov

Today, a working meeting was held at Gazprom’s Headquarters between Alexey Miller, Management Committee Chairman, and Oleg Bogomolov, Kurgan area administration Head.

Gas supplies to the area problems were under discussion. Prospects of a local united gas distribution company set up were summed up. It was noted that creation of the gas entities with Gazprom’s involvement would facilitate regional gas delivery optimization as well as transparent control over cash flows.

Reference:

1,029 million cu m of gas was delivered to the Kurgan area consumers in 2003, with 700 million cu m of gas supplied by the independents. Currently, some 1,340 million cu m of gas is about to be routed to the area (998 million cu m of gas to be delivered by the independent gas producers inclusive).

In line with the 2002-2003 Gas supply projections for the Kurgan area, Gazprom is committed to construct 127 km of gas pipeline branches, a 214-km gas distribution network and 3 city-gate stations with gas going to 6 thousand flats more.

The regional administration is committed to consistently enhance existing gas pipeline branches mode of operation.

Average regional gas pipeline network load factor is 36% substantially higher than that of Russia’s generally (25.3%) and compared to the Ural’s regional gas pipeline network (25%).

Nevertheless, gas supply factor to the Kurgan area, 15.1%, is the lowest among the Russian Federation territories (average gas supply factor in Russia is 52.7%). Over the last year Gazprom expensed some RR 40 million for improvement in the area gas supply, moreover RR 41.5 million will be invested for the purposes in 2004 under a plan.

In 2003 payments for gas delivered to the Kurgan area were effected completely accounting for 102.6% of current gas deliveries. The area doesn’t have indebtedness on the account for natural gas supplied to the customers.
