Gazprom and Siberian Federal District ink Memorandum of cooperation

Alexey Miller, Gazprom’s Management Committee Chairman and Anatoly Kvashnin, Plenipotentiary Envoy of the Russian Federation President to the Siberian Federal District (SFD) signed a Memorandum on major businesses in expanded gas deliveries to SFD’s cities, towns and rural settlements.

The Memorandum is targeted at the implementation of hydrocarbon field exploration & development projects and elaboration of approaches to and principles of building a program on intensified gas supplies to the Russian Federation regions being part of SFD.

In this connection, the parties decided on their involvement in drafting a Siberia’s Inter-Regional Energy Program within the Russia’s Energy Strategy to 2020.

At the same time, the meeting paid attention to the construction and development of advanced power plants and setting up of a large helium center on the platform of East Siberian fields with high content of helium.

The Memorandum also stipulates:

  • the implementation of a coordinated tariff policy on establishing a natural gas market, given the interchangeability of fuel alternatives;
  • the development of projects on exploration and development of unique and large gas fields being of strategic significance for the Russian Federation gas supply system;
  • the United Gas Transmission System expansion;
  • the need to underpin increased investments into the construction of gas supply infrastructure in SFD’s cities, towns, areas and rural settlements.

The Document points to the Russian Federation Government’s timely decision to vest Gazprom with the authority to coordinate the implementation of the state-run program on setting up an integrated gas production, transmission and supply network in Eastern Siberia and the Far East, taking into account potential gas exports to China and other Asian Pacific countries.

The Plenipotentiary Envoy of the Russian Federation President to SFD will render assistance in implementing:

  • the Siberia’s Economic Development Strategy (namely, its gas complex development section) approved by the RF Government in June 2002;
  • the Program on setting up an integrated gas production, transmission and supply network in Eastern Siberia and the Far East, taking into account potential gas exports to China and other Asian Pacific countries.

For this purpose, the parties agreed to maintain a coordinated export policy on Russian natural gas shipments to Asia Pacific via the existing integrated export channel.

Reference:

Pursuant to the RF Government’s Resolution, Gazprom has been named as coordinator in setting up an integrated gas production, transmission and supply network in Eastern Siberia and the Far East.

Eastern Siberia and the Far East are projected to annually produce over 100 bcm of gas by 2020.
