RAO UES CEO Anatoly Chubais Forms a Coordination Committee to Prepare Synchronization of UES of Russia and EU Energy System

Moscow, 25 February 2004. The Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais has ordered to establish a Coordination Committee to prepare synchronization of the Unified Energy System of Russia (UES of Russia) and the European energy pools.*

The tasks assigned to the Coordination Committee include the development of a strategy to implement parallel operation of the CIS and Baltics' energy systems with the energy pools of the Western and Northern Europe, and promotion of the synchronization project on the political and commercial level. The Committee will also coordinate technical and organizational activities in the UES of Russia to prepare for the synchronization with the European energy pools. Besides, together with the foreign partners the Committee will be engaged in the necessary research and development of documents to regulate parallel operation with the energy systems of the European countries.

* Parallel operation of the energy systems implies their synchronization in frequency in the alternating current networks, which makes it possible to effect electricity transfers via the cross-system or cross-border HV transmission lines.

Parallel or synchronous operation of energy systems enhances reliability of electric power facilities. This is best seen during the periods of autumn-winter peak loads and in the liquidation of emergencies.

By now, ten out of the twelve national energy systems in the CIS have been synchronized. Besides, the CIS energy pool operates in parallel with the energy systems of Latvia, Lithuania, and Estonia.

Implementation of the project to synchronize the energy systems of the CIS and the Baltic Republics with the energy systems of West and North Europe is one of priorities for RAO UES. In February 2003, RAO UES created a joint Working Group to implement the project. The Group has developed and submitted for consideration to the Government of the Russian Federation the draft of the Concept for Parallel Operation of the IES of the CIS and IES of the Baltics with the UCTE and NORDEL energy pools. In addition, steps have been made to prepare implementation of the technical part of the project for synchronization with NORDEL.
