JSC Central Telegraph, one of the leading Moscow region carriers, and ZAO Connect Consulting and Engineering, system integrator, signed an agreement on the implementation of an integrated OSS/BSS system (Operations Support System/Business Support System). Connect Consulting and Engineering and its partners Alcatel SEL AG (Germany) and ZAO Alcatel (Russia) were selected as the suppliers of this system on the basis of tendering procedures. The system will be implemented this year already.

Operations and Business Support System to be implemented by Connect Consulting and Engineering is developed in accordance with TMF (Telemanagement Forum) recommendations and with best industry practice approach; it is built on the basis of software from leading suppliers of this class of solutions integrated by Alcatel. Implementation of the system will allow Central Telegraph to optimize and automate main business processes related with the provision of telecommunication services and to organize efficient storage and access to information about hardware status and network operations, customers of the company, services, rates, user problems and quality of provided services.

The unique feature of this project is that it is planned to implement simultaneously 5 OSS/BSS subsystems integrated between themselves and with information systems of the company, among them are ERP AXAPTA (Microsoft Navision) and a billing system elaborated by JSC Central Telegraph. This project also provides for the automation of user connection, operation and support processes. It is supposed to implement following subsystems:

•  Network Resource Inventory, Documentation and Planning;

•  Customer profile management and service catalogue (Central Customer database, CRM);

•  Order Management;

•  Problem Management, Trouble Tickets, Help Desk;

•  Billing Mediation.
