Mr. Pavel Livinskiy: Digitalization is reality we are living in

ROSSETI's Director General Pavel Livinskiy took part in the Digitalization: Basis for Future Energy Systems session held as part of the World Economic Forum 2018. The event was supported by the World Energy Council, the discussion was moderated by the General Secretary, WEC CEO Christophe Frey.
Representatives of federal authorities and CEOs of the major energy companies from France, Italy, Finland and China were the speakers. The participants discussed the efficiency of investments into upgrading, shared the experience in network digitalization projects.
"To meet the contemporary challenges, we should change the network management technologies that should be based on digitalization, robotization, industrial Internet and data array management technologies - BIGDATA It is the reality we are living in Our objective in this infrastructure is to build the Internet of things, use the power drive that reaches each user, to transmit any signals This time, ROSSETI are shaping the single digital technological busbar," Mr. Pavel Livinskiy noted.
He also emphasized that digitalization for ROSSETI is, first of all, the economics of business
"The cost cutting is the first priority It is the main and the critical one We are guided by the 30-30-30 formula: we plan to curtail losses by a third, operating costs of the power infrastructure maintenance by a third, and capital costs by a third, while maintaining the scope of commissioning of transformer substations and lines," noted Mr. Livinskiy. "It is feasible, the main effects would allow for investment payback, and to restrain the tariff increase."
Pavel Livinskiy was supported by CEOs of foreign companies who have already implemented the grid upgrade projects based on digital technologies. Investments into digitalization were estimated by them as the minor but relatively constant consts for the companies, which entail enormous effects.
Mr. Philipp Monlouboux, Chairman of the Board of Directors at Enedis "Digitalization in the power industry has no alternative, because many other companies have already been digitalized or are working on it. In addition, we literary feel the pressure of consumers who shift to "digits" virtually everywhere. Network users are willing to get more services, more data, and we speak about households and major consumers.
Mr. Francesco Starace, Head of Business Power Unit at Enel, Director for Market Regulation, Director of Renewable Power Sources BusinessUnit, at Enel, shared his experience in implementing digital networks in different countries:
"The effect from implementing digital technologies to the power grids would not be instantantous - we felt the real economic effect upon expiry of three years only, which was expressed in better network manageability, reduction in technological failures, reduction in losses, and the problems with taking readings have disappeared. And the consumer has felt the effect. We can certainly say that we have already had the experience of digitization in several countries. Besides Italy, these countries include Spain, Romania, Chili, and everywhere the answer is positive. The main objective of the first stage is to settle all issues concerning regulation, tariff and balance solutions, and then it is necessary just to keep working", said Francesco Starace.
Answering the question of moderator Christoph Fray concerning the critical goals of digitization, Vyacheslav Kravchenko, the Deputy Ministry of Energy of Russia, marked several priorities as follows: "Firstly - an increase of the efficiency. Efficiency of both capital investments and reduction in operational costs. Secondly - suitability for both the consumer and energy workers. Thirdly - severization of requirements to those people who both use this product and work with it".
Answering the question about the attitude of the regulator to modernization in energy industry, Vitaliy Korolev, the Deputy Head of the Federal Anti-Monopoly Service, noticed that if the Anti-monopoly Service sees the real total cost savings in respect of energy companies, and, ultimately, consumers, then the digitization tendency will be supported.
In the conclusion, the experts expressed unanimous opinion about importance of participation of grid companies in formation of the human intellectual capital. The Head of ROSSETI noticed that it is necessary to learn to automatize the labor process properly, to increase the performance level by intellectualization and automation of the control processes as well as personnel skill enhancement and new staff training rather than by an increase in the number of workers.
