On the results of the meeting between Alexey Miller and Valery Serdyukov

A working meeting between the Chairman of the Management Committee of Gazprom Alexey Miller and the Governor the Leningrad oblast Valery Serdyukov took place today in St.-Petersburg.

The Parties discussed the progress in implementation of the Agreement on cooperation between Gazprom and the Leningrad oblast and the Treaty on cooperation for the year of 2004.

In particular, the Parties exchanged views on the topic of design works related to realization of the North-European gas pipeline project. The Parties agreed that preparatory works for the project realization are carried out in conformity with the schedule. Thus, the development the technological scheme of the pipeline has been completed by now; collection of the initial data related to linear sections of the pipeline and compressor station sites has been actually performed; engineering research work on the facilities along the North European Pipeline in the Leningrad oblast has been started.

Alexey Miller and Valery Serdyukov noted that over 60 km of inter-cities and branch lines would be constructed in the Leningrad oblast in the current year for Gazprom’s account. Gazprom is intended to increase the volume of the oblast gas supply system development funding in the next year.

The Parties also discussed the issue of payment for gas delivery by the budget enterprises and consumers of the oblast and the topic of increasing the volume of deliveries into the region.

The 5-year long Agreement on cooperation between Gazprom and the Government of the Leningrad oblast was signed on 25 April 2003. The Treaty on cooperation for the year of 2004 was signed on 23 March of the current year. In accordance with the Treaty, complex development of the gas supply system of the Leningrad oblast will be carried out in line with construction of the North-European gas pipeline.

Last year, Gazprom delivered over 4.5 bcm (104% of the planned volume) of natural gas to the Leningrad oblast. Delivery volume will be maintained at approximately the same level in 2004. The schedule of deliveries is currently under strict control.

The level of payments for gas by the consumers of the Leningrad oblast amounts to 100.8% in 2004. Previously accumulated debt of the oblast reduced by over RR 48 mln in the current year and as of 1 September, 2004 amounted to RR 85.2 mln.

However, the oblast 2004 budget stipulates for merely 50% of financial means required for payment of planned demand in gas of the budgetary consumers.

The level of the gas supply system development in the oblast amounts to 49.3%, including 63.9% in the towns and settlements and 25.1% in rural area. In accordance with the Program for the RF regions gas supply system development, Gazprom intends to invest over RR 120 mln in construction of gas sector facilities.

Gazprom is planning to perform construction of the 598-km long section of the North European Pipeline, which will include 4 compressor stations with total installed capacity of 224 Mw. The total length of the North-European Pipeline section in the territory of Russia amounts to 917 rm.

In accordance with the Assignment on development of the NEP construction design, public hearings were held in 6 regions of the Leningrad oblast in order to evaluate potential project impact on the environment. The Government of the oblast made positive conclusions on the project.
