Moscow. 4 October 2004. On Tuesday, 5 October 2004, the Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais will make a one-day visit to the Kaliningrad Region.

During his stay, Anatoly Chubais will visit the construction site of Kaliningradskaya CHPP-2 and have a meeting with the Kaliningrad Region Governor Vladimir Yegorov on the progress achieved in the power plant construction.

Based on the results of the meeting, it is planned to sign an Agreement on Cooperation among the Kaliningrad Region Administration, Kaliningrad City Administration, OAO RAO "UES of Russia", and OAO "Bank for Foreign Trade" (Vneshtorgbank) in the construction of a heating main from Kaliningradskaya CHPP-2 to the southern part of the city of Kaliningrad.

Kaliningradskaya CHPP-2 is the key energy construction project in the area, taking into account the fact that the Kaliningrad Region is isolated from the Unified Energy System of Russia. The power plant's installed capacity will be 900 MW. The first 450 MW power generating unit is scheduled for commissioning in 2005. The construction of the Kaliningradskaya CHPP-2 is mostly funded by RAO "UES of Russia". In 2004, the Company will provide RUB4.7 billion in funds for the project. The power plant construction is implemented in accordance with the Federal Target Program for the Development of Kaliningrad Region for the Period Until 2010. The Federal Government allocated RUB150 million in funds for the project in 2004.

Kaliningradskaya CHPP-2 will use the state-of-the-art combined-cycle technology with the efficiency of 51.5%, whereas conventional steam power plants have an efficiency coefficient of not more than 40%. The commissioning of the power plant will help reduce the shortage of generating capacity in the isolated energy system of OAO "Yantarenergo".
