GAZPROM

August 18, 2004

Results of Alexander Ananenkov and Sergey Alexeyev’s working meeting

A working meeting between Alexander Ananenkov, Acting Chairman of Gazprom’s Management Committee and Sergey Alexeyev, Rosneft’s Vice-President was conducted today at Gazprom’s Headquarters.

The meeting addressed the implementation of a bilateral agreement that stipulates joining of forces for the development of large oil and gas fields in the Yamal-Nenets Autonomous Area and on the continental shelf of the Pechora and Barents Seas.

The meeting also looked into the construction of the Prirazlomnaya offshore ice-resistant stationary platform within the Sevmashpredpriyatiye Production Association (the town of Severodvinsk) and the development prospects for the Shtokmanovskoye gas condensate field.

Alexander Ananenkov and Sergey Alexeyev debated joint oil and gas withdrawal development plans to be implemented within the Consortium for the comprehensive exploitation of natural resources in Eastern Siberia and the Far East, established at last year’s end.

In particular, the parties deliberated on potential cooperation between Gazprom and Rosneft in developing the Sakhalin Island gas offshore.

On 4 October 2001, Gazprom and Rosneft entered into a bilateral agreement prescribing joint development of the Kharampurskoye oil and gas condensate, Vyngayakhinskoye gas and oil, Yety-Purovskoye oil and gas, Prirazlomnoye oil and Shtokmanovskoye gas condensate fields.

To implement the agreements reached, Rosshelf and Rosneft-Purneftegaz, Gazprom and Rosneft’s subsidiaries, founded in 2002 the Sevmorneftegaz joint venture.

An offshore ice-resistant platform is currently being built to develop the Prirazlomnoye field. The works are due to be completed in 2004 and oil recovery at the Prirazlomnoye field is planned to be launched in 2005.

On 24 December 2003, Gazprom, Rosneft and Surgutneftegaz entered into a Consortium Agreement. The parties agreed to join their efforts in developing oil and gas fields as well as designing and establishing an integrated gas supply network in Eastern Siberia and the Republic of Sakha (Yakutia).
