Deputies of the Legislative Assembly of the Perm Region believe that Uralkali is successfully carrying out the program of filling mine voids

The Working Group of the Legislative Assembly monitoring the fulfillment of the regional program "Assuring Safe Vital Activity of the City of Berezniki in 2002 - 2007" held a field meeting at Uralkali to discuss how the company is carrying out the program of filling mine voids under the city.

Filling of mine voids is one of the most important tasks of the company, on which the safety of the city of Berezniki and its residents depends. Mine voids had been accumulating over several decades, while the enterprise was owned by the state. In the early 1990s Uralkali was privatized. Being aware of the great importance of the problem the shareholders of the company decided to launch accelerated filling of voids which they inherited from the state. The enterprise was not only filling the old workings but also filled the new ones.

However, Uralkali was short of funds to fully liquidate all voids and the management of the company applied to the regional authorities for help. In September 2002, the Legislative Assembly of the Perm Region adopted the program "Assuring Safe Vital Activity of the City of Berezniki in 2002 - 2007" under which about 1.5 billion rubles is be spent over 6 years for filling voids under the city. The main part of this financing is to be provided by Uralkali and the rest will be allocated from the regional and the city budget.

At the field meeting at Uralkali the Working Group of the deputies of the Legislative Assembly of the Perm Region came to the conclusion that the company was successfully coping with the void-filling assignments within the periods set by the program. The void filling work is carried out ahead of the schedule. In 2002, the filling volumes amounted to 4,470 thousand tons (270 thousand tons over and above the plan target), in 2003, 4,764 thousand tons (an extra 564 thousand tons compared to the plan). The void filling plan was also exceeded in the first half of 2004.

"Our pace of void filling work at one mine is unprecedented and such results have never been demonstrated by any producer of potassium fertilizers in the whole world," said technical director of the company Sergei Dyakov, commenting on the void filling data.

Viktor Kobelev, Head of the Working Group and Deputy Chairman of the Committee for the Economic Policy and Taxes of the Legislative Assembly says: "Uralkali fulfills the program by more than one hundred percent despite the fact that owing to a tense financial situation the budget allocations are not made in full. The company makes up for the shortage of budget financing with its own funds and this is highly praiseworthy." In 2002, Uralkali spent 217 million rubles on void filling, 19 million rubles was allocated from the regional budget and about as much was provided by the city. In 2003, Uralkali's expenses equaled 162 million rubles, while the region and the city spent 17 million rubles each.

"The fact that the company specialists exceed the void-filling plan targets demonstrates that Uralkali's management does not stay aloof from the problems of the city," says Igor Papkov, Mayor of Berezniki. "This convinces Berezniki residents that their problem did not remain unsolved and they receive an additional stimulus to live and work in our city."
