Outcomes of Alexey Miller and Yuri Neyolov’s working meeting

Yamal-Nenets Autonomous Area (YaNAA).

Yuri Neyolov informed Alexey Miller of a tripartite Agreement concluded between the authorities of the YaNAA, Khanty-Mansi Autonomous Area and Tyumen Region.

The parties debated the implementation of a Cooperation Agreement signed between Gazprom and the YaNAA.

The YaNAA’s authorities received recommendations to particularly focus on fulfilling a commitment concerning the registration of ownership rights by the YaNAA’s municipal bodies for social facilities built by Gazprom and being managed by its subsidiaries. At present, Gazprom is incurring massive expenses to operate said facilities.

In addition, the parties discussed the issue of land registration in the Nadym district. A. Miller drew Yu. Neyolov’s attention to the fact that the authorities of this municipality had lately been unjustifiably delaying the decision-making while examining land use applications by Gazprom’s subsidiaries.

Gazprom’s Management Committee Chairman and the YaNAA’s Governor also deliberated on the outlook of cooperation in 2005. A. Miller particularly pointed out that that the YaNAA was Gazprom’s strategic partner and the Company intended to go on entering into annual agreements with the regional authorities.

The Yamal-Nenets Autonomous Area (YaNAA) is Gazprom’s major gas production province where the Company extracts over 90% of gas (some 83% of Russia’s total gas production) withdrawn. Gazprom’s 7 subsidiaries, including Urengoigazprom, Nadymgazprom, Yamburggazdobycha, Noyabrskgazdobycha, Nadymstroygazdobycha, Novourengoi Gas Chemical Integrated Company and Urengoistroygaz are currently operating in the YaNAA.

At present, Gazprom and the YaNAA are collaborating within the Cooperation Agreement dated 17 December 2003, stipulating interaction between the parties in various sectors: exploitation of natural resources, capital construction, social policy, tax payments and others.

Gazprom’s subsidiaries operating in the YANAA submitted full tax payments to the YaNAA’s budget (local ones, inclusive), channeling some RUR 6 billion (excluding individual income tax) over 6 months of the current year.
