Rosseti Moscow Region

March 21, 2011

Power engineers of JSC “MOESK” have implemented the first two months of the 2011 plan for electric power losses reduction southward of the Moscow area

Specialists of “Southern Electric Grids” (SEG) - a branch of JSC “MOESK” – conduct the planned work aimed at prevention and identification of non-contractual power consumption cases. Starting this year, 138 raids (inspections) have been carried out in the SEG’s area of responsibility for discovery of unaccounted and non-contractual power consumption.
Within January and February the inspections resulted in 40 reports on unaccounted power consumption amounted to 1 439,850 thousand kWh and 65 reports on non-contractual power consumption amounted to 2 889,178 thousand kWh. On the basis of the reports on non-contractual power consumption more than RUR 2,5 million arrived in the enterprise’s account.
Starting this year, within the program for electric power losses reduction, the branch’s employees have taken 52 000 readings from accounting meters and carried 2 453 inspections of power meters. 5,08 km of the wire have been replaced by heavy-gage one at overloaded lines. Such effective technical measures resulted in 5 659, 06 thousand kWh.
According to the Deputy Director for Electric Power Transport of the branch SEG Andrey Strel’chenko, “the specific nature of power supply activities, availability of complex long-distance distribution grids, accessibility of unauthorized service connection potentially create favourable organizational and technical conditions for electric power stealing, although such actions are illegal and entail both administrative and criminal responsibility. The maximum volumes of the stolen electric power refer to the residential energy consumers connected to 0, 4 kV electric grids. Totally, within the 2009-2010 period, 147 cases, amounted to more than RUR 8,5 million, were made and submitted to the legal agencies. Among them, 53 cases, amounted to RUR 3 million and 101 thousand, have already been sustained.
In order to reduce the energy loss index, broad range of measures was implemented, including the improvement of electrical energy calculation and technical control, monthly calculation of electric power balance in respect of 6-10 kV feeders for increasing of number and quality of raids (inspections) that would help to reveal places of such losses.
Losses reduction when electric power transporting is one of the main working activity fields of electric grid enterprises engaged in electric power transmission and distribution. The provided measures are aimed at the annual plan task on electric power losses reduction”.
