N.W.Telecom enhances its customers’ personal data protection level

To fulfill the requirements of the Federal Law “On Personal Data” (No. 152 of July 27, 2006) and related bylaws*, North-West Telecom is updating its personal data information systems.

The Company is implementing the “PETER-SERVICE HAS ACCESS MANAGER information unauthorized access protection tool”, a software product by JSC Peter-Service. It is certified by Russia’s Federal Technical and Export Control Service (RF FTECS.) It forms the core of the PETER-SERVICE SECURITY MANAGER software complex, which will ensure compliance of N.W.Telecom’s centralized information and billing system (CIBS) with the requirements for personal data protection provided by the Russian law.

The software product developed by JSC Peter-Service provides management of access to protected resources. That is, each CIBS user will have access to a certain group of roles describing the actions that such user may perform, and will be issued an inhibit/authorization of protected data processing (performance of an action) in accordance with the access control rules. To record the actions performed by users, PETER-SERVICE HAS ACCESS MANAGER provides acquisition and reservation of data on events occurring in the operation of CIBS. The product also monitors the integrity of information protection tool components.

PETER - SERVICE HAS ACCESS MANAGER is an important component of N.W.Telecom’s personal data protection system (PDPS), which is an integrated solution comprising a whole set of information systems and management actions.

By now, the N.W.Telecom Data Processing Center in St. Petersburg has installed and started for full-scale operation the PETER-SERVICE HAS ACCESS MANAGER software product, and has started the step-by-step switchover to the use of this product at the workstations of N.W.Telecom employees having various levels of access to CIBS. During the year 2011, the Company intends to complete the switchover of all users of N.W.Telecom CIBS to the use of the certified PETER-SERVICE HAS ACCESS MANAGER unauthorized access protection tool

Anatoly Megvinov, Director, Security Department of N.W.Telecom, noted, “Our Company traditionally places high emphasis on protection of information, and personal data in particular. PETER-SERVICE HAS ACCESS MANAGER is another advanced, well-proven software product, which seamlessly complements the data protection system already existing in our Company. Due to its implementation, we are enhancing the efficiency of our customers’ personal data protection, and complying with the regulators’ requirements for the use of certified personal data protection tools.

Yekaterina Manakhova, commercial director of JSC Peter-Service, commented, “Among the essential advantages of our product are high capacity and reliability confirmed by the ample experience of operation with dozens of millions of users in the 24/7 mode, scalability, and easy administering, which is very important for our customers. The availability of this advanced personal data protection system, belonging to the “Access and Identity Management” class and proved in operation, places N.W.Telecom in one row with the largest telecommunication operators of the federal level and international communication companies, where such personal data protection services are implemented.”

* RF Government Resolution No. 781 dated November 17, 2007 approving the “Provisions on the security of personal data when processed by personal data information systems”, and Order No. 58 of RF FTECS “On the approval of the Provisions on methods and techniques of information protection in personal data information systems” dated February 5, 2010.
