Testing of the presidential new web site intended to be visited by children was held on 19 January 2004. It was conducted during the video communication session of the President of the Russian Federation Vladimir Putin with high school students of the city of Yaroslavl, which was organized by the Information Technologies Center of the Yaroslavl Region Administration jointly with Yartelecom, JSC CenterTelecom affiliate.

The on-line communication session was accomplished owing to the use of resources of the Yartelecom multiservice network that allows data transmission through the 2 Mbit channel providing for high-quality data and video image transmission.

The multiservice network of Yartelecom is in continuous operation and widely used to furnish access to information resources and corporate infocommunications networking services. Currently, the corporate networks of the Severny Bank (North Bank, Engl.) of the RF Sberbank (RF Savings Bank, Engl.), Yaroslavl branch of the RF Pension Fund, education institutions, and those of other legal entities, have been successfully functioning across the Region.
