On 28 September 2007 the Board of Directors of the OJSC North-West Telecom has decided to include Andrey Morozov, head of the Legal Department of the Moscow Office of NCH Advisors Inc. into the Corporate Management Committee of the Board of Directors of the OJSC North-West Telecom

Currently the Corporate Management Committee consists of:

• V. Zhelonkin – Deputy CEO of OJSC Svyazinvest
• N. Bredkov - Corporate secretary of the OJSC North-West Telecom;
• O. Petrova - head of Methodology and Information division of the Department of Corporate Management and Legal Support of the OJSC Svyazinvest.

The inclusion of an independent representative into the Corporate Management Committee will contribute to further improvement of the Corporate management, greater transparency of business and more diverse approaches to the issues within the competence of the Committee.

Biographical note:

Andrey Morozov was born in 1978. In 2000 he graduated with distinction from the Law Academy of Russia where he specialized in jurisprudence.

2001-2003 - White and case, junior associate;

2003-2005 - Moscow office of the NCH Advisors, Inc., lawyer;

2005- till present - - Moscow office of the NCH Advisors, Inc., head of the Legal department;

2005-till present – NGO ‘Investor Protection Association', member of the Board of Directors;

2004-2005 - OJSC “Archangelsk Backbone Network", member of the Board of Directors;

2004-2005 - OJSC “Penza Generating Company", member of the Board of Directors;

2004-2005 - OJSC “Vyatka Heat Power Company", member of the Board of Directors;

2004-2005 - OJSC “Smolensk Backbone Networks", member of the Board of Directors;

2005-2006 - OJSC “Kostroma Hydropower station”, member of the Board of Directors;

2006-2007 - OJSC “Volga Telecom”, member of the Board of Directors.
