Gazprom and Saint Petersburg Government sign Agreement of Cooperation for 2013

An Agreement of Cooperation for 2013 was signed today in Saint Petersburg by Alexey Miller, Chairman of the Gazprom Management Committee and Georgy Poltavchenko, Governor of Saint Petersburg.

Pursuant to the document, the parties will continue the joint efforts on comprehensive development of the gas distribution system in Saint Petersburg and its suburbs, construction and reconstruction of heat supply systems in a number of districts, as well as gradual execution of the Program for Gas Supply to Saint Petersburg over 2007 to 2015 with its potential extension until 2025.

The Agreement reflects the parties' intents to elaborate and sign an Agreement on Wider Use of Gas as a Motor Fuel. The Agreement will contain the main areas of cooperation aimed at using NGV fuel in road passenger transport, municipal and other types of motor vehicles in Saint Petersburg.

The Agreement envisages that in 2013 Gazprom will allocate RUB 2 billion for gasification of Saint Petersburg. To supply gas to the city's heat and power supply facilities, Gazprom will go on with the construction of gas pipelines linking the Shosseinaya-2 gas distribution station (GDS) to the Yuzhnaya CHPP GDS and the 2nd Vostochnaya gas main to the Shushary industrial area. Gazprom is also planning to start construction of the Lagolovo, Shosseinaya-2, Vostochnaya-2 GDS, expand the Sestroretsk GDS and construct an interconnector between the Belousovo – Leningrad and the Kohtla – Yarve – Leningrad gas trunklines as well as a gas lateral to the town of Kolpino.

The Company will also take part in restructuring the heat supply system of Saint Petersburg in order to give priority to co-generation.

On its part, the Saint Petersburg Government will assist Gazprom in creating an automated gas fiscal metering system necessary for increasing the reliability of the gas supply system. The Government will also coordinate the consumers preparation for gas supply.

Background

Gazprom and the Saint Petersburg Government signed the Agreement of Cooperation in December 2008 with no time limit. In its furtherance, the parties sign annual Agreements of Cooperation.
